Lead Construction Management Engineer

About the role

The Lead Construction Management Engineer provides technical leadership across all phases of infrastructure delivery, from planning and design review to on‑site supervision, quality assurance and handover. You will oversee engineering teams, contractors and consultants to ensure projects meet UNOPS standards for quality, safety, schedule and budget.

Key responsibilities

• Lead planning and technical implementation of infrastructure activities in line with UNOPS standards.
• Conduct and supervise site investigations, including topographic surveys, geotechnical assessments and feasibility studies.
• Review and validate design documents, drawings, specifications and tender dossiers for constructability and regulatory compliance.
• Provide expert technical advice to project managers and stakeholders.
• Develop detailed work plans, define milestones, deliverables and risk mitigation strategies.
• Supervise contractors and consultants daily, ensuring compliance with approved designs and contracts.
• Implement and monitor QA/QC systems, conduct inspections and verify construction outputs.
• Enforce UNOPS HSSE standards, prepare site safety plans, method statements and risk assessments.
• Track progress against schedules and budgets, identify risks and implement corrective actions.
• Support contract administration, including FIDIC compliance, payment certificates and variation orders.

Required profile

• Proven experience leading large‑scale construction projects.
• Strong technical knowledge of infrastructure design, surveying and geotechnical assessment.
• Ability to manage multidisciplinary engineering teams and external contractors.
• Familiarity with UNOPS quality, health, safety, social and environment (HSSE) standards.
• Experience with FIDIC or equivalent contract conditions.
