Monitoring, Evaluation and Learning Expert

About the role

NTU International is seeking a Monitoring, Evaluation and Learning (MEL) Expert to support the “Support to the Africa‑EU Space Partnership Programme – AESPP Boost”. The role will design, implement and continuously improve the programme’s MEL framework, ensuring robust evidence collection and learning for a sustainable African space ecosystem.

Key responsibilities

• Develop and refine the monitoring, evaluation and learning framework, including indicators, baselines and data collection protocols.
• Lead data collection, analysis and evidence consolidation across multiple partners and donor requirements.
• Produce regular evaluation reports, impact assessments and learning briefs for stakeholders.
• Provide technical guidance to project teams on results‑based management and data‑driven decision‑making.
• Support knowledge exchange and policy dialogue between African and EU space actors.

Required profile

• Master’s degree in evaluation, statistics/data science, development economics, social sciences or a related field (or equivalent professional experience).
• Minimum 8 years of professional experience in monitoring and evaluation, results‑based management or applied data analysis.
• At least 4 years designing or operating MEL frameworks for donor‑funded or multi‑partner programmes.
• Excellent command of English; working knowledge of French or Portuguese is an asset.
