Consultant – Feasibility Study for Sustainable Management of Sports Complex & Computer Room (Bissau)

About the role

UNICEF is seeking an experienced consultant to lead a feasibility study that will define a sustainable management model for the newly rehabilitated Sports Complex (formerly “Campo Radio”) and a Computer Room at Liceu Agostinho Neto in Bissau. The assignment supports a broader rehabilitation project for school and sports infrastructure serving over 11,000 children and youth.

Key responsibilities

• Analyse existing technical study and management plan for the Sports Complex.
• Identify and evaluate alternative management scenarios, considering operational efficiency, legal compliance and financial sustainability.
• Conduct a parallel feasibility assessment for the Computer Room, focusing on use, maintenance and long‑term sustainability.
• Engage with Ministry of Education, community representatives and other stakeholders to gather data and validate assumptions.
• Prepare a comprehensive report with evidence‑based recommendations and an implementation roadmap.

Required profile

• Proven experience conducting feasibility studies for public‑sector or NGO‑led infrastructure projects.
• Familiarity with sports facilities, educational environments or ICT equipment management.
• Strong analytical and report‑writing skills, with ability to present findings to diverse audiences.
• Ability to work on‑site in Bissau and collaborate with local partners.
