Deputy Representative Operations

About the role

The Deputy Representative Operations will act as the strategic business partner and deputy to the Head of Office in Guinea‑Bissau, leading results, driving change and providing risk‑informed analysis to support programme and management decisions for children.

Key responsibilities

• Act as Officer in Charge in the Head of Office’s absence and coordinate support services across budget, finance, facilities, administration, supply & logistics, ICT and security.
• Represent the organization on the Country and Senior Management Teams, ensuring governance, risk and results‑based management are integrated into decisions.
• Lead the preparation and follow‑up of internal and external audit reviews, responding to observations and monitoring implementation of recommendations.
• Guide supply‑chain and logistics strategies to ensure value for money and provide advisory support to government and partners.
• Oversee facility management with focus on accessibility, eco‑sustainability and common premises.

Required profile

• Advanced university degree (Master’s or higher) in Business Management, Finance, Accounting, Public Finance or related field, or a professional accounting designation (CA, CPA, ACCA, etc.).
• Minimum of 8 years of professional experience at national or international level in strategic operations, including budget, financial management, supply chain, ICT or human resources.
• Fluency in English and French; knowledge of Portuguese is an asset.

Required skills

• Experience with Enterprise Resource Planning (ERP) systems.
• Knowledge of International Public Sector Accounting Standards (IPSAS).
• Proficiency in Results Based Management.
• Advanced use of Microsoft Office applications.
• Supply chain and logistics management expertise.
• Audit and investigations experience.
• Safety and security management.
