About the role
As a Strategic Business Partner and Deputy for the Head of the Office, the incumbent will lead results, drive change, and provide risk‑informed, solution‑focused analysis and advice to support programme and management decisions for children across all operational contexts. The Deputy Representative Operations also supports the Head of Office in managing the country office and acts as Officer in Charge when required.
Key responsibilities
- Support the Head of Office in overall office management and act as Officer in Charge during their absence.
- Coordinate functional support services including budget, financial management, facilities, administration, supply and logistics, ICT, and safety and security.
- Represent risk, governance and policy perspectives in senior management discussions and promote results‑based management.
- Lead and co‑lead the Country Programme Document, Country Programme Management Plan and Annual Management Plan processes.
- Leverage technology and ICT tools to improve programme accountability and information security.
- Oversee audit preparation, respond to observations and monitor implementation of recommendations.
- Guide supply‑chain and procurement strategies to ensure value for money and advise government and partners.
- Manage facility operations with focus on accessibility, eco‑sustainability and common premises.
Required profile
- Advanced university degree (Master’s or higher) in Business Management, Financial Management, Accounting, Public Finance or related field, or a professional accounting designation.
- Minimum 8 years of professional experience at national or international level in strategic operations management (budget, finance, facilities, administration, logistics, ICT, HR).
- Prior experience in the development sector, UN system or international NGOs is an asset.
- Fluency in English and French; Portuguese knowledge considered an asset.
- Experience with audit, safety and security, grant management, enterprise risk management and results‑based management is desirable.
Required skills
- Proficiency with Enterprise Resource Planning (ERP) systems.
- Knowledge of International Public Sector Accounting Standards (IPSAS).
- Strong command of Microsoft Office applications.
