Head of Operations (Hub for Guinea, Senegal, and Gambia)

About the role

The Head of Operations will lead the operational functions for the hub covering Guinea, Senegal, and Gambia. Reporting to the Senior Management Team, this senior leader ensures finance, HR, supply chain, ICT, security, and audit services support CRS’s mission to serve vulnerable populations.

Key responsibilities

• Contribute to strategic planning and investment decisions for operational capacity across the hub.
• Plan, integrate, coordinate and monitor day‑to‑day operations in each country program, ensuring high‑quality service delivery.
• Oversee financial processes, ensuring compliance with CRS policies, GAAP, donor regulations and local laws.
• Promote effective use of CRS’s ERP system for budgeting, financial oversight and reporting.
• Manage supply chain, procurement and asset stewardship to optimize resource utilization.
• Lead safeguarding, health, safety and security management, including staff training and plan updates.
• Drive operational improvements, including climate‑action initiatives and risk mitigation.
• Provide technical guidance and capacity‑building to staff and partners.

Required profile

• Extensive senior‑level experience in operations management within an international NGO or humanitarian context.
• Proven leadership skills with the ability to manage multi‑country teams and complex programs.
• Strong understanding of donor compliance, financial regulations and risk management.
• Experience integrating climate‑action considerations into operational processes.

Required skills

• Proficiency with Enterprise Resource Planning (ERP) systems.
• In‑depth knowledge of Generally Accepted Accounting Principles (GAAP).
• Financial planning, budgeting and reporting expertise.
• Supply chain and procurement management.
• Risk assessment and mitigation techniques.
• Security management and safeguarding protocols.
