Senior PPP & Blended Finance Expert

About the role

NTU International is seeking a Senior PPP & Blended Finance Expert to support the EU‑funded Technical Assistance to ECOWAS in Transport Governance. The role focuses on structuring and financing regional transport infrastructure projects across West Africa.

Key responsibilities

• Support the structuring and financing of regional transport infrastructure and corridor investment projects.
• Provide technical advice on Public‑Private Partnerships (PPPs), blended‑finance mechanisms and infrastructure investment models.
• Conduct financial, economic and commercial analyses for transport projects.
• Prepare bankable investment proposals and financing strategies for IFIs, development partners and private investors.
• Advise ECOWAS institutions and national stakeholders on risk allocation and private‑sector participation.
• Identify and mobilise climate‑finance and sustainable‑infrastructure funding opportunities.
• Develop and review financial models, PPP structures and investment frameworks.
• Facilitate dialogue with development finance institutions, donors, investors and private‑sector stakeholders.
• Deliver workshops and capacity‑building activities on PPPs, blended finance and project finance.
• Contribute to monitoring, reporting and analytical outputs related to infrastructure financing.

Required profile

• Master’s degree in economics, finance, business administration, infrastructure finance, public policy or a related field.
• Minimum 10 years of professional experience in infrastructure finance, PPP advisory, investment structuring or blended finance.
• At least 7 years of direct experience with PPPs, project finance or blended‑finance advisory, preferably in transport projects in developing countries.
• Proven experience working on donor‑funded programmes and international development cooperation.
